Added fine-grained permission system

• flats.admin: Access to /flats update
• flats.edit: Access to /flats select, add and remove
• flats.claim: Access to /flats claim and unclaim
• flats.show: Access to /flats show
• flats.list: Access to /flats list
• flats.info: Access to /flats info
• flats.trust: Access to /flats trust and untrust
• flats.skip_command_delay: Removes the command delay for commands like /flats show
• This is entirely optional, if you want to use it, you'll need to add the following to your settings.yml:

useAdvancedPermissions: true

• If you do not want to use it either remove the line or set it to false

Improved flat protection

• Better protection against explosions, block breaking and placing and mob griefing

QoL Changes

• /flats show will now display how many flats are nearby
• Improvements to some translations
