First release.

Sixteen weapons, 69 effect types and eleven triggers. Weapons, abilities and crafting recipes all come from weapons.yml, so a new weapon needs no code and no restart beyond /wu reload.

Tested with a bot that equips every weapon and uses every trigger on Paper 1.21.1, Paper 1.21.11 and Folia 1.21.11. On Paper 26.2 the server side was checked by hand, because the bot cannot speak that protocol yet.
