Separation of Vault and VaultUnlocked Support

Junction now detects and uses VaultUnlocked separately from Vault.

• If you are running VaultUnlocked, the plugin will automatically switch to the new PermissionUnlocked API.
• Standard Vault support remains unchanged for servers using the classic plugin.

Improvements & Changes

• Fixed an issue where the update checker logic was incorrect resulting in no notifications.
• Update notifications now appear exclusively in the server console on startup rather than in-game chat.
• Removed redundant checks when assigning groups, letting the underlying permission plugin handle it.
• Updated project dependencies.
