Updated libraries; nothing changes in the API.

• 📦 Updates. Built against Paper 26.3 build 223 and NeoForge 26.3.0.99. Updated the MariaDB and MySQL driver to 4.0.0, kotlinx-serialization, and the admin panel’s libraries.
• 🔐 MySQL and MariaDB connect as before. The new driver turns on TLS with certificate checks by default, which most database servers on the same machine would fail. WorldAPI keeps connecting without TLS, as it did; to turn TLS on, set sslMode (verify-full, verify-ca, or trust) under database.properties in config.yml.
