Core update: full decimal support for Credits and prices

The built-in Credits accounts, item prices, buy/sell/acquire trades, and balance displays are all upgraded to decimals (3 decimal places), e.g. 520.123. /store post price input changed from "positive integer" to "positive number (decimals allowed)". The Points-plugin reflection bridge was upgraded to decimal signatures, keeping mirrored sync (balance and add/remove) consistent with decimals. GUI head balance, listing lore price, and trade amount messages are all formatted for decimals (whole numbers without .0). Backward compatible: existing whole-number balances/prices upgrade smoothly with no migration needed.
