Packs with version overlays load on 1.21.9 and newer

• Fixed: on 1.21.9 and newer, a pack whose content declared version overlays only for those versions was refused by every client, so players got none of the server's pack. Addons that ship their own shaders (Portals among them) were the usual way to hit it.
• Fixed: a fresh config.yml listed emotes.rigs twice, which logged a duplicate key warning on every start.
