Fixes and Enhancements

• Removed conditions from the example panels that generate on plugin first use as they were dependant on PAPI Player Expansion
• Requirements not being met on panel open commands will no longer stop a panel from opening
• Floodgate panels now use parsed placeholders correctly instead of raw placeholders in output
• Floodgate dropdown will now filter out empty cases
• Refresh commands have been added to dialog panels
