Changes:

• Removed cleared entity count metrics
• Refactored a lot of code
• Removed the /clearentities command (replaced by /ecl clearnow)
• Added the entityclearer.basecommand permission
• Added support for not removing occupied vehicle entities
• Improved the interval metrics
• Moved debug dumps into their own folder
• Bumped minimum server version to 1.18.2
• Greatly improved the way in which the clear task works
