Fixes colour codes in the legacy '&' format staying visible as literal text whenever the line also used angle brackets as decoration (for example '&7<&bVIP&7>'). Such text is read as legacy again; MiniMessage still applies when no legacy codes are present.

For ReTag this also affected the NametagEdit import, and a dot in a group name broke storage (YAML path separator) - both fixed.

Verified on Paper 1.21.11 and 26.2.
