GriefPrevention3D v18.4.9

Wiki: https://github.com/castledking/GriefPrevention3D/wiki

Nothing changes for Spigot and Paper servers in this release. It behaves exactly like v18.4.8, so updating is optional.

This update is for the experimental Fabric version in the same jar. The Fabric changes are in the Fabric version's changelog on Modrinth.
