Improved update downloading

• /flats update now really downloads updates asynchronously
• Better error handling when checking for, downloading, or moving updates
• Downloaded update files are now validated more reliably before being placed into the plugins folder

QoL and performance improvements

• Reduced unnecessary flat checks while players move by only reacting to actual block changes
• Improved nearby area distance checks

Permission fixes

• The selection stick now respects the flat edit permission instead of requiring admin access
