Balloons
Balloons is made for spigot 1.19 (& paper 1.19)
A balloon is an applicable item for any tool/weapon and will give an effect & spawn a visual balloon while holding the item the balloon was applied to. The config is easy to use, and mostly everything is customizable.

Commands: /balloons -> displays all balloons from config into a gui /balloons help -> displays commands in balloons plugin /balloons give [key] -> gives the player a balloon of the specified config key. /balloons admin -> displays the admin gui for balloons /balloons reload -> reloads config /balloons effects -> sends the command sender a list of premade effects
Permissions: balloons.help -> /balloons help balloons.give -> /balloons give [key] balloons.admin -> /balloons admin balloons.reload -> /balloons reload balloons.effects -> /balloons effects balloons.* -> all permissions
