Core update: full decimal-points support

Added a shared numeric helper (AmountUtil): all points math is rounded to 3 decimal places to avoid floating-point drift; whole numbers display without a trailing .0, while decimals show fully (e.g. 520.123). Point accounts, manager, storage, command parsing, leaderboard sorting, GUI and placeholders all upgraded from whole numbers (long) to decimals (double), supporting values like 520.123 or 1314.123. Player input, placeholders and the leaderboard now all support decimals. Backward compatible: existing whole-number data (e.g. 0, 120) upgrades smoothly with no migration needed.
